The dataset is a snapshot. It records what each facility is today and holds no memory of what stage it was in last year.
So this page can honestly show when capacity is scheduled to land (phase targets), and it cannot replay stage changes.
Stage changes are logged going forward in stage_history[], one line per change, so the replay ability builds up from mid 2026 onward.
