Your call. Will it be built?
Build odds is ArusGrid's reading of the public record, not a forecast, a rating or advice. It counts the gates this project has passed in public sources. Private progress does not show, a passed gate can be undone, and projects that pass every gate still stop. The method has not yet been tested against outcomes. How it works.
China, 2026-10-12. China coverage is a pilot of one cluster, Zhongwei in Ningxia, entered on 12 October 2026 from Chinese-language primary and state press sources. Other Chinese hubs are not yet covered, so no China total here describes the country. Many Chinese projects publish rack counts and no megawatts. ArusGrid records the rack count and leaves capacity blank rather than convert it.
Horinger and Hohhot holds 10 active projects with 298 MW of planned IT load between them, and Bank of Communications Horinger New Area Data Center (交通银行和林格尔新区数据中心) has no published figure so it sits outside that ranking. Of those, 3 are operational, 1 is operational and expanding, 1 is under construction, 2 are at the land and permitting stage and 3 are announced only. No third party publishes a colocation vacancy rate for Horinger and Hohhot, and ArusGrid does not estimate one.
Bank of Communications has 1 other in China tracked by ArusGrid, including Bank of Communications Gui'an Data Center. The named user of the compute is Bank of Communications (confirmed).
The dated record runs from announced only on 16 March 2023 to under construction on 8 August 2024. The money on record is CN¥5bn as of August 2024, the announced investment. Power comes from 交通银行股份有限公司内蒙古自治区分行 (own phase 1 110kV substation) through a dedicated substation at 110 kV.
The US export control position for advanced AI chips in China, as of 7 October 2026, is recorded as “Licence required, presumption of denial, case-by-case review for H200-class chips since 15 January 2026”. ArusGrid holds 11 public sources for this project, the latest dated 23 March 2026, and last checked the record on 22 October 2026.

A party to this project (its operator, that operator's group, a funder, or a confirmed client) is headquartered in China or Macau or has an ultimate parent there. US rules require a licence for advanced AI chips destined to such entities wherever they are located. This describes the rule and says nothing about whether a licence was sought, granted or refused. Criteria are published on the Methodology page.

Phase 1 110/10kV substation with 2 x 80MVA on-load tap-changing transformers. Two 110kV incoming bays, one to the Hesheng (和盛) 220kV substation and one to the 110kV side of the Shengle (盛乐) 220kV substation, plus 24 planned 10kV feeders. Lines are not part of this project. Hohhot ecology bureau approval 呼环政批字〔2025〕59号, issued 15 Sep 2025. The EIA report gives substation investment of 60.33 million yuan, about 2,332 sqm of land inside the data centre site, and a 4 month build.
Planned MW is IT load, the power available to servers, unless marked otherwise. Running capacity is rarely published, so a missing figure means undisclosed.
